Scientists from around the country -- and in at least one case from outside the country -- are enlisting in California's $3 billion stem cell enterprise, including a core group of 15 biologists being given the all- important task of grading grant proposals.

While the most closely watched issue has been the hunt for a permanent headquarters city for the California Institute for Regenerative Medicine, other searches have been going on quietly behind the scenes -- and their outcome could be far more important to the program's ultimate success.

The members of the stem cell institute's governing board, called the Independent Citizens Oversight Committee, meet today in Fresno to vote on the headquarters site and will also vote on two "working groups" of outside advisers. One of them will review grant proposals, while the other will debate ethical standards for conducting stem cell research.

Even some insiders at the stem cell program, including vice chairman Ed Penhoet, harbored doubts that a top-flight panel could be recruited to review grants, given the amount of time required and the fact that all...
