A watchdog group called on Bob Klein to step down as chairman of the board overseeing California_s stem cell institute on Wednesday, saying he has shown a pattern of _ineffective leadership._
A spokeswoman indicated Klein has no plans to resign, however.
The nonprofit Center for Genetics and Society issued the opinion in a 30-page _progress report,_ released Wednesday, entitled _The California Stem Cell Program at One Year._
The report card gave the publicly funded, voter-created California Institute for Regenerative Medicine a C- for its first year, saying CIRM failed to fulfill campaign promises, has not shown _accountable and responsible_ governance, and still needs to adopt stringent ethical safeguards and research standards to protect patients and potential egg donors. It is the first comprehensive report on the agency.
_They have had a hard time realizing they are managing a state agency and not a private venture,_ lead author Jesse Reynolds said. _The institute needs a fresh start and it_s time for [Klein] to step down._
