Towards a Global Bioethic?

Excellency,
Ladies and gentlemen,

I am delighted to welcome you here in the Federal Foreign Office to our Franco-German Forum "Towards a Global Bioethic?". Many of you have travelled a long, a very long way - from Asia, Latin America and even Australia - to be with us here today. I bid you all a very warm welcome.

Today and tomorrow you will be discussing an issue whose importance for our future can hardly be overestimated. This Forum is a Franco-German initiative. France is our principal partner in Europe and we work very closely together in a host of different areas, including in particular the important field of bioethics.

Here the fundamental issues we face clearly extend far beyond the domain of science or medicine. These are issues relating to the essence of civilization itself, issues central to our understanding of human rights, of human life and existence as it has evolved down the...
